A pre-recorded message played when no agent is available, creates TCPA safe-harbor protection against abandon claims.

What it means in practice

When your predictive dialer connects but no agent is free, you have ~2 seconds before the call is considered abandoned. The safe-harbor message bridges that gap with a short pre-recorded announcement (company name, purpose of call, callback number). The FTC treats a properly-played safe-harbor message as non-abandonment for compliance purposes.
